The Warusiheikajin were a near omnipotent species which are arch-enemies of the Q. A legend describes them as the dark children of the Sophia, the rulers of lies who pretend to work for the people, the spirits who deny forever, who do evil things but have good goals. The Warusiheikajin do not often try to reach their goals directly. Instead, they manipulate other people to fulfill their goals. There are some hints that they also manipulated Section 31 and Majestic 12 and that the plans of both organisations are created due to the manipulations, but it’s not completely clear and there are also hints that the plans of both organisations aim to stop them, but this is also unclear.
