Victor Harvey was a Human Starfleet Admiral who commanded the Fifth fleet during the Dominion War. (Star Trek: Swiftfire)

Harvey was in command of the Fifth fleet by the time the war with the Dominion started. When the USS Swiftfire-A joined the fleet in Sector 432 he personally greeted the crew and welcomed them to the front. ("Deployment")

After the repair facility the fleet relied on was heavily damaged he ordered engineering personnel from various ships reassigned to help with the repairs. When intelligence came in that the Dominion had sortied a large fleet to attack the fleet's position he ordered the fleet to retreat. ("The Front")

Following the fleet's move to the Guyra system they were joined by the Klingon Third Battlegroup. Harvey was not given command over the Klingon fleet and was unable to stop General G'tor from taking the Klingon fleet out to search for glory. After a distress call from the Klingons he ordered the USS Phar Lap, USS Freedom, USS Long; USS Malinche, USS Perry, USS Shokia, USS Swiftfire and the USS Warwick to locate and assist the Klingons. ("Regression")

Harvey was one of the principle planners in the operation to lure and destroy a Dominion fleet in the Guyra system. During the battle he operated from the Guyra IV Moonbase. He was knocked unconscious after a changeling sabotaged the base and sent it on a collision course with Guyra IV. He was evacuated from the base to his flagship, the USS Tasman, and survived the battle. ("Over the Horizon")

When the USS Enterprise-E visited the fleet on a mission Harvey lent several ships from his command to join the Enterprise on its mission. He hosted the briefing for the commanding officers of the ships involved with Captain Jean Luc Picard. ("Moral Actions")

When the Klingon Ninth Battlegroup joined the Fifth at Starbase 391 General Gar was placed in overall command of both fleets. This was a short-term assignment in preparation for the Raid on Sector 432. Following the battle Harvey returned to supreme commander of the fleet. ("Pressure Points")
