The True Way was a Cardassian terrorist organization that believed the Federation to be the greatest threat to Cardassian stability.
At some point prior to 2369, Elim Garak spied on the group for the Obsidian Order. (DS9 novel: Cardassia: The Lotus Flower)
In 2369 True Way had gained a short-lived ascendancy in the Cardassian Union during the so-called "Fist of Revenge" coup d'etat not long after the withdrawal from Bajor. During their brief time in power, they carried out a purge that cost the lives of nearly the entire Berat family and numerous others blamed for the so-called "wormhole sellout scandal," as well ad disrupting a Bajoran trade conference on DS9 and nearly destroying the station. Following this abortive attempt at outright conquest, the True Way returned to more clandestine tactics; the True Way itself was never recognized by the Federation for who and what it was, given their use of political puppets who formed the visible Fist of Revenge cabal. In 2372, the True Way committed their first recognized act of terrorism against the Federation when they placed a bomb on the USS Orinoco, destroying the vessel. (DS9: "Our Man Bashir")
Later that year, they also attempted to assassinate First Minister Shakaar of Bajor. (DS9: "Crossfire")
The True Way reemerged in 2376, where they tried to destabilize the new Cardassian government. (DS9 novel: Cardassia: The Lotus Flower)
In late 2376, the True Way attempted to halt the contruction of Krotek Nor within the Cardassian system, by sabotaging construction materials and blackmailing and threatening construction engineers. They viewed the construction of the base as an outpost for the Federation Alliance and a signal that the Cardassians were truly defeated. (Star Trek: Daedalus: "Krotek Nor")
A few months later, the True Way's leader, the notorious war criminal Drevan, revealed the contents of the Scrolls of Lisoran to the Cardassian people. Drevan claimed that the Scrolls were a series of prophecies recorded by the ancient Hebitian civilization thousands of years earlier. The scrolls prophecized about the Cardassians forming an unholy alliance with "shapechangers" and waging a war which led to ultimate defeat and sacrifice for the Cardassian people. They also prophecized the "occupiers" who must be cast out for Cardassia to be strong once again.
Many Cardassians believed the Scrolls to be a True Way hoax to convert them to support their views, however many, including military leaders such as Legate Matan supported their viewpoint. (Star Trek: Daedalus: "Hopes and Fears")

In the Pendragon timeline, the True Way's assassination attempt on First Minister Shakaar Edon was successful, fracturing the Bajoran Provisional Government for the next five years. The True Way were also suspects in the attempt to disrupt Project Restoration and destabilize the peace process on Bajor in 2379. (Star Trek: Pendragon: "Restoration")
