William J. Theseus was an Admiral stationed at Starbase 55, where he oversaw missions for various starships and ensured the USS Phoenix-X was deployed. He worked exclusively with Section 31, until sometime between 2377 and 2380, when he passed on his duties to Elena and Nelkast. History[]
In 2377, Theseus tricked Section 31 into helping the Phoenix-X obtain Larvekken jumpers which, only known to him, contained a powerful computer virus. Unfortunately, the virus escaped. ("Jumpers, Part I & II")
In 2400, he knew about the USS Atlantis-R's intentions on modifying the temporal anomaly Sacred Disorder in the Tilonian system and manipulated the Phoenix-X into assisting them. ("Celestial Dynamics")
Work flow[]
Theseus often used Admiral Cloud to do his bidding and his possibly traceable dirty work. Usually, he then had Cloud's memory erased. ("Killing Spree")
Occasionally, Theseus would assign Captain Yuffie Samya as his first officer. ("Deal")

There may be a good chance that Theseus is actually an all-knowing and powerful alien, although this is merely speculation. ("Guinea Pigs", "Forbidden Crossing, Part III")

- By the end of the episode "Spider Agencies, Part II", Theseus seems to have gone rogue from Starfleet.
- Theseus was named after Theseus, the legendary hero of Athens, who fought the Minotaur, in Ancient Greek mythology.
