Admiral Theseus was stationed at Starbase 55, where he oversaw missions for various starships, including the USS Phoenix-X. He worked exclusively with Section 31, until sometime between 2377 and 2380, when he passed on his duties to Elena and Nelkast. Theseus often used Admiral Cloud to do his bidding and his possibly traceable dirty work. Usually, he then has Cloud's memory erased. ("Killing Spree")

There may be a good chance that Theseus is actually an all-knowing and powerful alien, although this is merely speculation. ("Guinea Pigs", "Forbidden Crossing, Part III")
