Starfleet Operations (also known as Fleet Operations or Fleet Ops) was a Starfleet division based at Starfleet Headquarters. Starship dedication plaques often listed high-ranking Starfleet Operations personnel.
Lieutenant Yeung from Starfleet Operations contacted Captain Jonathan Masters while Masters was on leave to inform him of changes to the USS Swiftfire-A departure date, effectively shortening his and the rest of the crew's leave. (Star Trek: Swiftfire: "No Rest for the Wicked")
