Savin th'Vayhr was a Federation diplomat and ambassador-at-large in the 24th century. A Vulcan/Andorian hybrid, Savin was at home on neither world, and his struggle to reconcile his dual nature gave him unique insight into resolving conflicts.

Though he labored long towards peace with Cardassia, Savin opposed certain terms of the Federation-Cardassian Treaty of 2370. In a formal address to the Federation Council, he disavowed the abandonment of Federation colonists and called the treaty "a shameful display of political convenience and self-interest." (Star Trek: Pendragon: "The Distant Fire")

In the late 2370s, Savin was the leader of the Federation diplomatic team to Bajor, and was an official at the commissioning ceremony of the new Deep Space 9 in 2379. One of his aides at the time was Eli Castien. (Star Trek: Pendragon: "Restoration")

That same year, Savin became heavily involved in the peace process in the Demilitarized Zone, and worked closely with the crew of the USS Pendragon. He also negotiated with Michael Eddington and Akellen Macet. (PDN: "Exile", "The Distant Fire", "Wounded Soldiers")

After the change in Cardassian government in 2380, Savin was a key negotiator between Bajor and Cardassia. (PDN: "Still Comes the Dawn")

Though other assignments often took him away from the DMZ, Savin never gave up on the peace process, and continued working with Eddington through the 2380s. In 2385, he convinced the Federation Council to support the incipient Colonial Alliance. (PDN: "Still Called Today", "Promised Land", "Above the Wrecks of Time", "The Hand of God")
