Rear admiral is a flag officer rank that is usually between a commodore and vice admiral.

During the 24th century, the Federation Starfleet depreciated the commodore grade, replacing it with rear admiral lower half.

Also, the Hydran rank of third admiral is roughly equivalent to the Starfleet rank of rear admiral (upper half). (RIS Bouteina: "Hilbert Hotel")
