A pirate is a person who commits acts of robbery on another vessel either in space or traditionally at sea. A person who does so on behalf of a sovereign government is called a privateer.

The GHS Marianela began her career as a Prime Industries sectorial flagship before being captured by the Gorn Hegemony. Along with the RIS Bouteina it launched an attack on a planet held by a Mirak-dominated pirate cartel to both recover some of the crew of the Marianela and to privateer from the cartel by outright capturing the planet. (RIS Bouteina)

The crew of the USS Justice (NCC-1721) from 23rd century were lost in time; going from 2263 to 2363. Lost and alone in the Oralian sector, almost ten years before the Federation made official contact with the local inhabitants of the region, Captain Bruce Aranog and his crew turned to piracy as a way to cope with being surrounded by strange aliens, who were technologically superior to them by a hundred years. In 2380, they were discovered by the USS Pioneer near the Great Barrier Rift. This caused some rejoicing on the Pioneer, before they realized that the crew of the Justice had changed and become pirates. Aranog and his crew attempted to takeover the Pioneer. Kelsoe and his crew fought back and eventually turned Aranog and his crew over the authorities. (Star Trek: Pioneer: "Space Pirates")

The 100th Tactical Wing was known to be the privateering unit of the Iron Fang County, under Akeelah's command. (Star Trek: The Stoneship Files: "Chronicles of Taladu")

Q'Naabian pirates captured Federation engineers that they agreed to hand over to the winners of a golf tournament, the Pothole Omnium (tournament). (Star Trek: False Vacuum: "Pothole Omnium")

The Wyldefire Compact was an ISC-based pirate cartel extant since the 23rd century. It operated Vegas Station, a station in a dense asteroid field called the Scrap Yard in the Tovolo system. (TOS video game: Starfleet Command: Orion Pirates, Star Trek: False Vacuum: "Scrap Yard Vegas")
