Jorge Alejandro Villaréal y Santiago was a Starfleet engineer of Filipino descent, active in at least the 23rd century.

He was born in 2264 in Laoag City, Ilocos Norte, the Philippines, to Alejandro Villaréal and Rosario Santiago, and entered Starfleet Academy in 2282. One of Jorge's friends at the Academy was an Andorian cadet named Shoni. A "memorable" professor was Moves-With-Burning-Grace.

The Villaréal family had a superstition for many generations that it was bad luck to serve aboard a ship that one -- or one's kinsmen -- had helped build. Jorge's grandfather Bolivar had helped construct USS Avenger in the early 2250s and USS Bozeman later in the decade. The superstition had been affirmed by the disappearance of Jorge's uncle Rafael on the Bozeman in 2278. As a junior officer with an excellent record, Jorge had a choice of several ships; he declined Avenger for that reason. (Star Trek: Shadowstar Station: "Pomp and Circumstantial Evidence")

As a lieutenant commander in the early 2290s, Villaréal was chief engineer on the USS Mandela. By 2296, he was chief engineer on the flight test team assigned to Shadowstar Station.
