Joel Randolph was a Starfleet line officer on active duty during the 23rd century.
Captain Randolph was commanding officer of the USS Yorktown when an alien probe entered the Sol system in 2286. The probe's proximity drained his ship's power systems and Randolph ordered hiber-sedatives for non-essential personnel. He noted in a distress call that the Yorktown's chief engineer was rigging a makeshift solar sail to acquire power for the failing ship's systems — including life support. - Randolph's name is not mentioned in dialogue, but is in the script for the film. Orion Press calls the character Vijay Sandeep "Sandy" Jawalahara and notes that he's from Sri Lanka. (Orion Press: Old Feuds)
