Dr. Helen Noel. M.D., Ph.D., was a Starfleet officer (serial number ST 113-414) assigned as a psychiatrist and psychologist aboard the USS Enterprise in the 2260s. (TOS: "Dagger of the Mind")
By the 2270s, Noel had achieved the rank of lieutenant and was chief psychologist aboard the refit Enterprise. (USS Enterprise Officer's Manual)

While Dr. Noel had become Enterprise's chief psychologist in 2268, both the Federation Association of Psychologists and the Federation Medical Association had recommended that she lose her license to practice psychology, due to her use of an untested, unethical device on Tantalus V.
In 2269, Dr. Noel was relieved of starship duty and assigned to Simon van Gelder's staff at the Tantalus V penal colony, where she worked for 25 years.
