Dalar was born on Cardassia, the son of two parents who appeared loyal to the state, but were secretly dissidents who worked against the corrupt system of government.

About ten years after his birth, the political pressure became too great, and his parents fled Cardassian territory and applied for asylum in the Federation, which was granted.
