Fleet Captain

Fleet captain is a post that may be held by senior captains in Federation Starfleet. A fleet captain retains the rank of captain, but has responsibilities that cover more than one ship. The term was used in the 23rd century but was rare by the end of the century and no longer used in the 24th. (TOS: "The Menagerie, Part I", "The Menagerie, Part II", "Whom Gods Destroy")

A fleet captain is usually addressed by as "captain" but may be addressed as "fleet captain".

The term may come from the navies of Earth, where a "flag captain" or "fleet captain" or "captain of fleet" would be the head of staff of an admiral commanding a fleet.

In the 22nd century starships were rare, so without fleets there was little call for fleet captains.

In the early-to-mid 23rd century, fleet captains like Garth of Izar were important in co-ordinating fleets in battle. (TOS: "Whom Gods Destroy")

Christopher Pike was promoted to fleet captain and was travelling in that capacity in a small fleet including the USS Mumbai, USS Darwin, and USS Nagoya. (TOSS # 16: "Cocktails")

By the 24th century the post seemed to fall from favor. Jean-Luc Picard commanded a fleet during the Klingon Civil War and Benjamin Sisko fleets of dozens of ships during the Dominion War without the term "fleet captain" being mentioned. (TOS: "Redemption II"; DS9: "Favour the Bold", "Sacrifice of Angels", et al.)

Leeroy Jenkins was among the few people in Starfleet referred to as a fleet captain. (RIS Bouteina: "Distress Call")

Although fleet captains' rank is still captain, they nevertheless have a modified rank insignia reflecting their senior position.

All of the following designs are all speculative—even Pike's three solid stripes have never been seen on the screen.

In the 2280s a unique design of pin was used on the shoulder strap and uniform sleeves. (Star Trek Encyclopaedia)
