San Francisco at night.

San Francisco is a North American city on Earth, on the Pacific coast of California. Since the 21st century, it has been one of the most important cities on the planet. It was the headquarters for both the United Earth Starfleet and the Federation Starfleet. The city also housed chambers of the Federation Council, and, with Paris, was at the political center of the United Federation of Planets. (ENT: "Broken Bow", Star Trek IV: The Voyage Home)

In addition to Starfleet Headquarters, many other Starfleet facilities were located in San Francisco, including Starfleet Academy and the Communications Research Center. (TNG: "The First Duty", VOY: "Pathfinder")

Numerous Starfleet officers kept residences in San Francisco, either short- or long-term. Admiral James T. Kirk had an apartment there in the 2280s. (Star Trek II: The Wrath of Khan)

In its long history, San Francisco has seen many turbulent times. Built along a fault line, the city suffered numerous earthquakes. It also weathered World War III, and was the location where the peace treaty ending that conflict was signed. In 2286, San Francisco was nearly wiped-out by the Cetacean probe's assault on Earth (Star Trek IV: The Voyage Home); and the city was a primary target in the Breen attack on Earth during the Dominion War in October 2375.
