The Chief command officer is the officer in charge of the command division either at a starbase or a starship. This officer oversees all situations pertaining to the command division that includes helmsman, navigator, weapons officer, pilot and records officer. Typically this position is also the executive officer as well but not in all cases.
This position usually ranks from Lieutenant junior grade to Fleet captain depending on the facility or ship's chain of command. This position is always a senior staff position and is always in the command structure as far as chain of command.
