Fleet Admiral Cartwright was a Starfleet flag officer active in the late 23rd century. (Star Trek IV: The Voyage Home, Star Trek VI: The Undiscovered Country)

Kenneth Lemuel Moses Cartwright graduated from Starfleet Academy as salutatorian in 2251 and was posted to USS Enterprise during a period in which the Enterprise was transitioning between Captains Robert April and Christopher Pike. (Star Trek: Shadowstar Station)

The name Kenneth Lemuel Moses Cartwright is specific to Star Trek: Shadowstar Station and derived from the FASA RPG (for Kenneth), The Starfleet Museum (Lemuel) and Orion Press (Moses, nicknamed "Mike"); Cartwright does not have a canon first name. In the non-canon novel Forged in Fire his given name is Lance, possibly in homage to the real-life mixed martial-arts fighter.

Cartwright was captain of the Constitution-class USS Virginia in 2263. It would not be known for years that he was part of a conspiracy to foment war with the Klingon Empire. (The Starfleet Museum: Avenger- and Predator-Class Destroyers)

By 2268, Cartwright had risen to the rank of rear admiral and was an administrator at Starbase 29. He was the flag officer who ordered Captain James T. Kirk to secure a cloaking device from the Romulans. (TOS: "The Enterprise Incident", TOS novel: Cloak)

Two years later, Cartwright (apparently reduced in rank to captain) was in command of another Constitution-class starship, the USS Ark Royal, when the ship intercepted a distress call from Sepel, a Vulcan ambassador to Nidrus Gamma. He and the crew of Ark Royal curtailed a Klingon attack on the planet, and rescued the ambassador's daughter, Valeris. (TOS novel: Cast No Shadow)

In the late 2280s, Cartwright was said to be Chief of Starfleet Operations as well as liaison to the Daystrom Institute. (TOS novel: Excelsior: Forged in Fire)

Cartwright's long career in Starfleet would end in disgrace when he was arrested at Khitomer for his involvement in the assassination of Klingon Chancellor Gorkon and the attempted assassination of the Federation President in 2293. (Star Trek VI: The Undiscovered Country)

The former Commander, Starfleet, was sentenced to prison and died there in 2298. (Cast No Shadow)
