Toshio Kawamura was the admiral in command of Starfleet Science since 2382. (Star Trek: Pioneer)
On May, 25 2381, Kawamura replaced Admiral Jonathan Dutton as the admiral in command of Starfleet operations in the Oralian sector. Kawamura arrived aboard Deep Space Five to take command of his new position when the Coalition War started. ("The Hornet's Nest")
On July 14, 2382, Kawamura was recalled from Deep Space Five to take up the opening at Starfleet Science. Admiral Christopher Truman took over his position as head of Starfleet operations in the Oralian sector. Captain Benjamin Kelsoe and Commander Connor Burt learned of this when they saw Kawamura's vulcan aide, Qupec, removing the admiral's possessions from his office on Deep Space Five.
