Vladimir Kofloski was a federation scientist in the late 23rd century.
While working at a deep space federation outpost Koflaski was working with his team on learning about Chroniton, a particle he believed could lead a stable form of time travel. While speaking with the captain of the USS Eagle the station was attacked by a Romulan strike force. The attack ended with destruction of the station and all aboard, including Vladimir.
