Earl M. Higdon was a retired Starfleet Engineering Chief living on the Yaloubusha Retirement Colony in 2277. He was the father of Admiral Jeffery Higdon, commander of Starbase Rockford. His middle daughter, Mary Jo, lived with him in order to take care of him.
After starbase security found a mysterious older engineer, who could be his father's doppelganger, Admiral Higdon arranged for his father and sister to visit Starbase Rockford to assist in the investigation. (ST:BH - Rockford)
Engineering Master Chief Higdon passed away two years after the incident, at the age of 75.
