Daniel Santos was a Federation civilian and former spouse of USS Cantabrian commanding officer Noel Turner, between 2352 and 2366.
Turner described Santos as "the love of his life -- at the time". Santos made Turner feel he was sacrificing too much by following Turner from ship to ship to advance Turner's career. As time went on, they grew apart, and Santos cited his "sacrifices" as one of the reasons he was leaving Turner in 2366. (Star Trek: The Cantabrian Expeditions: "Isolation")
