This position encompasses all of the Intelligence aspects of Starfleet. This position is a Flag officer position under the Chief of Command Operations.
Part of the responsibilities of this officer is to gather the intelligence from the field and process it so it may be used by either Starfleet Command and or the United Federation of Planets governing body.
