A cheating charter was a card issued by the Malachorian Order of Chartered Cheaters that granted its holders some privileges. Their holders are known as chartered cheaters. Very few non-Malachorians ever held cheating charters. (RIS Bouteina: "No Child Left Untested")

Obtaining a charter[]

There were two ways to obtain a charter. Applicants to a charter were called cheater-candidates. Cheater-candidates could attempt getting their cheating charters by cheating all the way through their final examinations without being caught. If one was caught, a cheater-candidate could apply again next year. Approximately 5 to 10% of cheater-candidates became chartered cheaters each year, although the vast majority of unsuccessful candidates gave up by themselves rather than get caught. All in all, about 1 person on 60 became a CC. (RIS Bouteina: "Broken Bread")

Usually, students that ultimately became chartered cheaters started the process in the latter years of elementary school or in middle school, although there were recorded cases of cheater-candidates succeeding while in first grade. It was ill-advised for Malachorian students to attempt getting their charters while in high school. No matter the case, student manifests were delivered to invigilators with three columns: the first column was for normal students, the second for the cheater-candidates and the third for chartered cheaters. The costs of such charters were often prohibitive.

Alternatively, they could cheat in casinos, but they had to cover the licensure costs solely by gambling. Also, depending on the age of the cheater-candidate, the amount of money to raise varied. (RIS Bouteina: "Low-Cost Vacation")

When people were wracked by cheating scandals, the MOCC could offer a free charter to defend its case before the Board of Discipline. (RIS Bouteina: "How the Charter Was Won")

Privileges[]

The cheating charters granted its holders the right to cheat in course examinations administered by the Malachor V Ministry of Education and in casinos on Malachor V in complete legality. Also, cheating charters granted the right to append the post-nominals CC after the holder's name. However, chartered cheaters had to show the invigilators (or security guards in casinos) their cheating charters before writing their exams or gambling. (RIS Bouteina: "No Child Left Untested")

However, the protection cheating charters offered to its holders, though substantial, did not protect a chartered cheater from criminal charges due to cheating. Also, professors that held cheating charters had the right to retain their jobs as educators even if s/he was involved in a cheating scandal, provided that the cause was not grounds for criminal prosecution.
