Avery was an ex-Starfleet Commander in the late 24th century who, after taking a transfer out of Daniel's command personally, attempted to have the Phoenix-X mothballed and, eventually, with the help of aliens, attempted to have Commander Gotens killed. (Star Trek: Phoenix-X)
In 2374, Avery served aboard the USS Phoenix with Admiral Daniel until a Jem'Hadar ambush in the Tiloniam system nearly destroyed their ship. After the encounter, most of the crew was transferred to the Phoenix-X, except Avery, who was transferred to the USS Manila. On the Manila, he took command of the ship on several occasions as Captain Cid would often take on off-ship assignments for Admirals Theseus and Cloud. ("Experimentalism")
In 2376, Theseus and Cid allowed more control than they realized when they permitted Avery to run an inspection of the Phoenix-X. Avery, for a long time having been holding a grudge against the crew of the Phoenix-X, filed a decommissioning order of the ship after failing the ship's inspection. Not too long after, he was captured by Gordarions and experimented on. He eventually became slave to their will and joined them. After Theseus became aware of the decommissioning, he recommissioned the Phoenix-X. ("The Tiloniam System", "The Tilonian System", "Experimentalism")
In 2410, Avery stole a Pach-class Bird-of-Prey during the Kot'baval Festival and took it to Calibus VII in order to cultivate an infectious un-dead-like disease which previously ravaged the planet in the 23rd century. His modifications to the virus included a technological aspect in which any carrier would create a dampening field. After his work, he then allowed himself to be captured by the IKS B'Cnah, knowing they would hand him over to the USS Phoenix-X. Before the transfer, he infected a Klingon jackal mastiff in which was responsible for infecting the crew of the B'Cnah, while he, himself as an "infected", took on the task of infecting the crew of the Phoenix-X.
